Hopefully I’ve paraphrased accurately – the point here is that being offended or insulted doesn’t necessarily lead on to anything else: being offended just isn’t bad enough to warrant punishment for the offender.
Anything that might happen after offence needs to be considered separately, but that’s separate, for two reasons: firstly, separate things can be punished if punishment is warranted; secondly, we need to be careful that cause and effect sometime aren’t what we think they are (post hoc ergo propter hoc, and all that).
